    Meta only charges for messages that are delivered. If a message isn't delivered, no WhatsApp credits are consumed, so there's nothing to be concerned about.

    Yes. Free-form replies sent within the 24-hour customer service window are free, as are utility templates sent inside that window. Business-initiated template messages, used to initiate a new conversation or reopen a closed one, are charged based on template category and recipient country.
